Road Conditions – Heavy Rain

During heavier rains, it’s advisable to turn on your headlights for increased visibility. Scan ahead for large puddles and slow down when you go through the water. Most vehicles lack protection on the underside and large quantities of water splashed up in the undercarriage can soak wiring, brake linings and other essential parts. Failure to negotiate large puddles with caution can result in a stall or in a brake failure of malfunction.

Keep your car under control and your brakes in excellent condition. Always allow a safe distance between your car and any other car or person, so that you make a smooth stop. Jerky stops often cause dangerous skidding.

In the event you do find yourself skidding, DON’T SLAM on your brakes. Instead, take your foot off the accelerator and gently turn your wheels in the direction of the skid. Braking or oversteering to correct may end up in another skid and locked brakes. Once the car straightens up, gently brake to a stop.

Guam Construction Update

Motorists are advised to drive cautiously through the construction zones, observe all posted speed limit and construction signs, and carefully heed flaggers (when present). Alternate routes and/or adjusting drive times when feasible are encouraged.
 

Route 5 and Portion of Route 12, Reconstruction and Widening (Route 2A to Naval Magazine/Route 12) – Santa Rita

Construction activities will continue along Route 5 from Route 2A to Route 17 with intermittent lane closures. Motorists are advised to slow down while driving through this area.

The contractor will be paving from Monday, 7/24/23 to Tuesday, 7/25/23 between 9:00 AM to 4:00 PM at the Route 5/Plumeria Street Intersection by Apra View Housing. Motorists are advised that there will be lane shifts and delays.
 

Route 14B (Ypao Road) Reconstruction and Widening (Route 14 to Carmen Memorial Dr.), Phase 1 Cliffside – Tamuning

There is a full road closure between Congressman Palting Loop and Pale San Vitores Road for the construction of a new retaining wall and widening of Ypao Road. Motorists will have to take alternate routes. The public is advised not to enter the construction area.
 

Route 14 Resurfacing from Route 1 to Route 14B – Tamuning

From Monday, 7/24/23 to Friday, 7/28/23 between 9:00 AM and 4:00 PM, motorists are advised that there will be lane shifts and intermittent lane closures at the following locations:
- ET Calvo Memorial Parkway/Route 1 Intersection corner by FHP
- Route 1/Route 14 (Chalan San Antonio) intersection up to KFC
- Route 14 (Chalan San Antonio)/Route 30A Intersection
- Hilton Hotel to the Archbishop Felixberto Flores Circle

The contractor will also continue surveying along Route 14. Flaggers will be present to assist surveyors.

On Saturday, July 29, 2023, between 5:00 AM to 6:00 PM, motorists are advised that there will be lane shifts and intermittent lane closures as the contractor will continue work at the corner of the Route 1/Route 14 (Chalan San Antonio) intersection by the Camacho Landmark Center, Building 2 (Jerry’s Kitchen, Island Pharmacy) to KFC.

Starting 6:00 PM on Saturday, July 29, 2023, the contractor will be milling and paving along Route 14 (Chalan San Antonio) from Route 1 to Pacific Tyre. All traffic will be diverted to the GPO side allowing for both ways of traffic. Access to businesses will be maintained. Construction activities will be completed with all lanes open on Sunday, July 30, 2023 at 6:00 AM.

On Sunday, July 30, 2023, starting at 6:00 PM, the contractor will be milling and paving along Route 14 (Chalan San Antonio) from Route 1 to Ruby Tuesday. All traffic will be diverted to the Pacific Finance Center side allowing for both ways of traffic. Access to businesses will be maintained. Construction activities will be completed with all lanes open on Monday, July 31, 2023 at 6:00 AM.
